The  National Dispatching Center  now invites sealed bids from eligible Bidders for supply and delivery of The project covers design, manufacturing, delivery, transport, installation, commissioning and acceptance tests for: - Automatic Meter Reading Masterstation (Hardware and Software) to be erected at the Central Control Room in the building of the NDC in Ulaanbaatar - Metering Management System (MMS) - Modems/IED’s in the field including Adaptation Work - Training measures.
 
A complete set of bidding documents may be purchased by interested eligible Bidder on the submission of a written application to the below address and upon payment of a nonrefundable fee of Mongolian tugrugs 324448, or an equivalent amount in a freely convertible currency.

All bids must be accompanied by a bid security of   25,683,600Tg or an equivalent amount in a freely convertible currency.

Bids must be delivered to the address below before  2008- 05- 02 at   12  hour  0 minutes, and will be publicly opened in the presence of the Bidders representatives who choose to attend on 2008- 05- 02 at   1400 hours.

Project: Sector Programme Energy 1 – Lot 1, Task 4: Establishment of a new Automatic Meter Reading System (AMR) in the Central Energy System

Within the framework of the Financial Cooperation between Germany and Mongolia, a n new Automatic Meter Reading (AMR) System in the Central Energy System (CES) of Mongolia will be established. The National Dispatching Center Co. Ltd. (NDC Co.) Ulaanbaatar, Mongolia, acting as the Purchaser, now invites eligible suppliers to submit technical and financial offers for the following supplies and services:

Lot 1, Task 4: Establishment of a new Automatic Meter Reading (AMR) System in the Central Energy System (CES) of Mongolia.
The project covers design, manufacturing, delivery, transport, installation, commissioning and acceptance tests for:

• Automatic Meter Reading Masterstation (Hardware and Software) to be erected at the Central Control Room in the building of the NDC in Ulaanbaatar
• Metering Management System (MMS)
• Modems/IED’s in the field including Adaptation Work
• Training measures

The Turnkey contract will be awarded to a company with at least 5 years experience in the field of Automatic Meter Reading Projects. Tenderers shall have established at least 5 complete AMR Systems of equivalent complexity out of which at least 2 shall have been constructed in foreign countries (countries other than the Contractor’s home). Tenderers shall further be certified according to ISO 9001, shall have an annual turnover of at least 3 million Euro in the field of AMR systems during the last 3 years and shall have sufficient experienced personnel for execution of the project. Relevant references are to be provided with the offer.

The Invitation for Tenders is open world-wide to all qualified bidders / suppliers. Tenders of bidders forming an association with a local partner are accepted. The bidding documents may be purchased by payment of a non-refundable fee of 200 Euro from:

The tenders, which have to be prepared according to the single envelop principle, shall be delivered so as to arrive before 12:00 hrs. noon local time on the date 11^th April 2008 at  The Office of the National Dispatching Center Co. Ltd. (NDC CO.) Ulaanbaatar Mongolia, and at the KfW Bankengruppe, Frankfurt, Germany. Date and time of delivery to NDC Co. is relevant. The tenders must be accompanied by a tender security in the amount of 15.000,- Euro, issued by a renown international Bank. The Tender security shall be valid for a period 6 months from the date of  bid opening.
