POSITION: Immigrant Visa Assistant, FSN-7  
OPENING DATE: Wednesday, May 7, 2008
CLOSING DATE: Wednesday, May 21, 2008
WORK HOURS: Full time; 40 hours/week
SALARY: Actual step and salary will be based on the applicant’s qualifications. If selected candidate lacks prior US Government experience, or is currently employed in WAE status, he/she will be placed into probationary status for one year at the FSN-6 grade level.

The U.S.Embassy in Ulaanbaatar is seeking an Individual for the position of Immigrant Visa Assistant in the Consular Office, contingent upon funding approval.

BASIC FUNCTION OF POSITION

The Immigrant Visa Assistant processes the full range of family and employment based IV from start to finish by receiving, screening, organizing and tracking applications, documents and information from a variety of sources according to U.S. visa law and Post Standard Operating Procedures (SOPs). Keeps current on, and applies changes in, law and SOPs to daily workflow and suggests improvements. Handles controlled visa information and materials. Troubleshoots equipment and processing problems. Provides the full range of information about all types of applications, laws and SOPs to staff, interested parties and customers. Performs other duties as needed.

QUALIFICATIONS REQUIRED

NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

  • Education: Two years of post secondary education, BA preferred.
  • Prior Work Experience:   Two years of bilingual administrative, government or paraprofessional experience, preferably consular, that applies a body of regulatory material to decision making.
  • Language Proficiency:  Level IV (fluency) Reading/Speaking English and Mongolian Language is required.
  • Job Knowledge:  Thorough knowledge of 9 FAM/22 CFR; Immigration and Nationality Act and related laws; Post SOPs; application and refusal forms;
  • Skills and Abilities:  Can multitask to carry out detailed, sometimes repetitive, work with accuracy and efficiency, both as a team member and independently, under pressure. Within an assigned schedule uses initiative to prioritize tasks to meet visa production targets. Exercises highly developed tact and sound judgment to function politely and efficiently in a high pressure, multicultural environment, on a team and alone. Responds well to direction form supervisor and can train junior FSNs or newly arrived FSOs and FSNs. Operates a personal computer, laser printer, scanner and visa database.

ADDITIONAL CRITERIA

  • Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy. 
  • Current employees serving a probationary period are not eligible to apply.
  • Current employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
  • Currently employed US Citizen EFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
  • The candidate must be able to pass a complete background investigation.

When fully qualified, US Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.
