POSITION: Purchasing Agent, FSN-7*  
OPENI NG DATE: Tuesday, May 6, 2008
CLOSING DATE: Tuesday, May 20, 2008
WORK HOURS: Full time; 40 hours/week
SALARY: *Actual step and salary will be based on the applicant’s qualifications. If selected candidate lacks prior US Government experience, or is currently employed in WAE status, he/she will be placed into probationary status for one year at FSN-6 grade level.

The U.S. Embassy in Ulaanbaatar is seeking an Individual for the position of Purchasing Agent in the General Services Office.

BASIC FUNCTION OF POSITION

Procures a variety of commodities and services for the Embassy and associated agencies by contract.  Places orders for supplies and services with U.S. Government Contractors, the General Services Administration (GSA) and local and regional companies.  Maintains accurate logs of all purchase orders, blanket purchase agreements, requisitions and purchase card transactions.  Supervises one Purchasing Agent, two part-time Service Clerks and two drivers, who assist with procurement.

QUALIFICATIONS REQUIRED

NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

  • Education: Completion of College degree is required. 
  • Prior Work Experience:   Prior 2 years experience of contracting /purchasing and clerical work is required. 
  • Language Proficiency:  Level III (good working knowledge) Reading/Speaking English and Level IV (fluency) Reading/Speaking/Writing Mongolian Language is required.
  • Job Knowledge:   Knowledge of US Government procurement regulations and procedures such as FAR and DOSAR required. Good knowledge of local market practices and suppliers are required. Must be able to use spreadsheets, word processing software and other widely used general software packages and internet.
  • Skills and Abilities:  Knowledge of Internet search engines to process Visa card orders with reliable vendors selling at lowest price. Skill to negotiate effectively in order to obtain best services for the least cost is required.  File damages claims, follow-up shortages and late payment issues.

ADDITIONAL CRITERIA

  • Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy. 
  • Current employees serving a probationary period are not eligible to apply.
  • Current employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
  • Currently employed US Citizen EFMs who hold a FMA appointment are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
  • The candidate must be able to pass a complete background investigation.

SELECTION PROCESS

When fully qualified, US Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.
